This guide on AVSF’s policy regarding Monitoring, Evaluation, Accountability, and Learning (MEAL) reflects a consistent institutional commitment to ensuring the quality of our cooperation. This commitment is based on our ability to demonstrate the results and impacts of the actions carried out with our partners and to incorporate them into the continuous improvement of our strategies.

This Guide was developed to provide a coherent framework for quality management through MEAL practices. It aims to harmonize approaches and strengthen the capacity of AVSF teams to use data to guide cooperation activities and inform decision-making. It is based on AVSF’s monitoring and evaluation guide published in 2020, in an updated and expanded version.
It offers practical advice and guidelines for planning, implementing, and monitoring MEAL activities in all AVSF projects throughout the entire project cycle, from design to final evaluation.
